Most scholarships from the college are only available to citizens and residents (and furthermore, often limited to in-state or in-province); and most scholarships from a certain country are only available if you attend a college from that country. But key word, most, not all. I'm a Canadian studying in the US on a full fellowship. So they are definitely available. Bottom line, don't let it deter you from applying to Canadian schools. It depends on the scholarship.
